SK hynix broke ground August 27 on a more than $4 billion advanced-packaging and research facility at Purdue Research Park. The company plans to open the cleanroom in 2028 and begin mass production of next-generation high-bandwidth memory in 2029. The project includes an advanced-packaging R&D testbed developed with Purdue and is expected to create approximately 1,000 direct jobs and thousands of additional indirect jobs.
Why it matters:
High-bandwidth memory is a critical component of the processors powering advanced AI systems. As the first U.S. production base dedicated to packaging this technology, the facility places Indiana inside the AI hardware supply chain—not simply among states adopting AI. Purdue’s research and talent partnership could also establish West Lafayette as a national center for advanced semiconductor packaging, workforce development and AI infrastructure innovation.
The Indianapolis Metropolitan Development Commission voted 6–0 to impose an immediate moratorium on new data-center approvals through Dec. 31, 2027, completing the action after the City-County Council's earlier 23–1 vote. Three already-approved projects are exempt. The city will use the pause to develop standards covering campus size, height, noise, environmental effects, water and electrical capacity.
Why it matters: This has moved beyond neighborhood opposition into economic-development policy. Indiana simultaneously wants AI investment and must confront the infrastructure externalities that accompany it. The interesting distinction for IN AI is becoming sharper: AI adoption and AI infrastructure are not the same economic-development strategy. Indiana can become an unusually strong AI user economy without indiscriminately subsidizing every compute project.
The University of Notre Dame is taking a significant institutional step in its approach to artificial intelligence, bringing research, education and academic technology capabilities together under a university-wide Data, AI, and Computing (DAC) Initiative.
The multi-year initiative creates a coordinated structure spanning AI and computing research, interdisciplinary applications, curriculum development and technical support. It brings together existing strengths including the Lucy Family Institute for Data & Society and Scientific AI Initiative, while establishing a new unit of research software engineers and data scientists to support AI and data-intensive research across the University.
Notre Dame is also expanding AI education across disciplines, including a new AI Analytics in Business minor launching this fall through the Mendoza College of Business.
